The Evidence

Wealth taxes have a poor international track record. Norway raised its wealth tax by just 0.25 percentage points in 2022 and lost $54bn in capital as 82 ultra-wealthy individuals relocated. France ran its ISF for 35 years before abolishing it in 2017 after €200bn in capital flight. Of the 14 OECD countries that once had wealth taxes, 12 have since abolished them. But there is a deeper problem the Green Party ignores: the UK tax system is already one of the most progressive in the world. HMRC data shows the top 1% of earners pay 28.5% of all income tax. The top 10% pay 60%. The bottom 50% pay just 9.6%. Meanwhile, the £100k-£125k tax trap already imposes an effective 62% marginal rate, and IFS research shows workers are already deliberately keeping their earnings just below £100k to avoid it. The question is not whether the wealthy should pay more. It is whether pushing harder will actually raise revenue, or whether it will simply drive the behavioural responses that every economist predicts.

🇫🇷 France Abolishes Its Wealth Tax (France, 1982–2017)

France's ISF wealth tax ran for decades but was abolished by President Macron in 2017. Economist Eric Pichet calculated it caused €200bn in capital flight and cost France nearly twice as much as it raised.

Outcome: France abolished the tax. GDP growth improved. The lesson: in open economies, wealth taxes reliably underperform.

🇬🇧 We Already Redistribute More Than Almost Anyone (United Kingdom, 1977–2022)

Before a single penny of tax is collected, the top 20% of UK households earn about 14 times more than the bottom 20%. That sounds extreme. But here is what actually happens next: the tax and benefits system takes that 14:1 gap and crushes it down to 3.7:1. For every £14 the top earns pre-tax, they take home £3.70 for every £1 the bottom receives after all taxes and benefits. The Gini coefficient, the standard measure of inequality, drops from 50.1% to 29.8%. That is a 20.3 percentage point reduction. The UK already runs one of the most aggressive redistribution systems in the developed world. The idea that "the rich just keep getting richer" while nothing is being done is simply not what the ONS data shows. The system is already working hard. The question the Green Party needs to answer is: if you make it even more aggressive, and the people paying the most tax leave the country (as they did in Norway and France), who funds the redistribution then?

Outcome: The Green Party is not proposing redistribution where none exists. They are proposing to make an already aggressive system even more aggressive, in a way that Norway and France both tried and both abandoned. The risk is not that the rich pay too little. It is that if you push too hard, they stop paying anything at all, because they leave.

🇬🇧 Who Actually Pays the Tax Bill? (United Kingdom, 1999–2025)

HMRC data reveals the UK tax burden is already overwhelmingly concentrated on top earners. In 2022-23, the top 1% of taxpayers paid 28.5% of all income tax collected. The top 10% paid 60.2%. The bottom 50% of earners paid just 9.6%. In 2021-22, the top 1% share hit an all-time high of 30.7%. This is not a system that lets the wealthy off lightly. Ironically, in the 1970s when the top rate was 83% (98% on investment income), the wealthy actually paid a lower share of total tax than they do today at 45%, because extreme rates incentivised avoidance, offshoring, and conversion of income to untaxed capital gains. When Nigel Lawson cut the top rate to 40% in 1988 while closing loopholes, the share of tax paid by top earners rose substantially.

Outcome: The Green Party assumes higher rates automatically mean more revenue. History shows the opposite. When Labour introduced the 50p rate in 2010, HMRC found it raised just £0.6bn of the £2.6bn forecast. Behavioural responses eroded 97% of the theoretical revenue. The current system, at 45%, already extracts nearly a third of all income tax from just 1% of earners.

🇬🇧 The £100k Tax Trap: When Higher Tax Makes People Work Less (United Kingdom, 2010–2025)

Between £100,000 and £125,140, the personal allowance is withdrawn at £1 for every £2 earned. Combined with the 40% higher rate, this creates an effective 60% income tax rate plus 2% National Insurance, meaning workers keep just 38p of every additional pound. IFS research found clear evidence that workers deliberately keep their earnings just below £100k to avoid this trap, with self-employed and company owner-managers showing the strongest responses. Analysis by the Deel platform found taxable pay clusters sharply just below £100k, with parents particularly likely to hold their earnings down because crossing the threshold also removes eligibility for 30 hours free childcare. 1.8 million taxpayers currently earn above £100k and this is projected to reach 2.29 million by 2028-29 due to frozen thresholds.

Outcome: This is the incentives problem in action. The £100k trap already demonstrates that people respond to tax rates by changing behaviour. Workers reduce hours, turn down promotions, and divert income to pensions. Making the system even more aggressive through a wealth tax would amplify these responses at every income level, reducing the productivity and tax revenue the Green Party is counting on.

They Say / We Say

They Say: The wealthiest 1% own more than the bottom 70% combined. A modest 1–2% levy is a small ask from those who have benefited most.

We Say: The appeal to fairness is understandable, but the mechanism is fatally flawed. Norway tried exactly this and lost $54bn in wealth. The tax raised $146m but cost $594m in net revenue. The wealthy have the means and advisers to move. The UK cannot build a wall around capital.

They Say: France's wealth tax raised billions for years. The idea that it doesn't work is a myth spread by those who benefit from the status quo.

We Say: France's own economists disagree. Eric Pichet calculated the ISF caused €200bn in capital flight and cost France almost twice as much in lost revenue as it generated. That is why President Macron — a centrist — abolished it in 2017.

They Say: We would introduce robust anti-avoidance measures and work internationally to close loopholes.

We Say: 12 of the 14 OECD countries that once had wealth taxes have since abolished them, citing administrative complexity, low yields, and capital flight. The UK would be attempting something the vast majority of comparable nations have already tried and abandoned.

They Say: The rich are getting richer while everyone else struggles. The current system clearly isn't working.

We Say: Look at the ONS data. Before any tax is collected, the top 20% earn about 14 times more than the bottom 20%. After the current tax and benefits system does its work, that gap falls to just 3.7 times. The Gini drops from 50.1% to 29.8%. That is not a system that is doing nothing. That is one of the most aggressive redistribution machines in the developed world, already running. The Green Party is not proposing to start redistributing. They are proposing to push a system that is already working hard even further, using a mechanism that Norway and France both tried and both abandoned because it drove the very people who fund the redistribution out of the country. If the top earners leave, the 3.7:1 ratio does not get better. It gets worse, because the money that was being redistributed disappears with them.

They Say: The richest can afford to pay more. They won't even notice it.

But the real issue is not whether they can afford it. It is whether they will stay and pay it. As Levitt and Dubner put it in Freakonomics: people respond to incentives. When it was cut back to 45p, HMRC estimated the cost was only £100m, because the behavioural response had already eroded 97% of the theoretical revenue. You can set whatever rate you like on paper. What matters is what people actually do in response.

The risk is not that nothing is being done, it's that a wealth tax could undermine the very system that is doing the heavy lifting, by driving the highest-paying taxpayers out of the country.

The Green Party would unilaterally disarm the UK's nuclear deterrent. In a world where Russia has invaded Ukraine and China is rapidly expanding its nuclear arsenal, this represents an existential security gamble.

Outcome: Passenger numbers have more than doubled since privatisation in 1994. The fundamental problem is capital investment, not ownership structure. Nationalisation does not automatically solve underinvestment.
